In active response to the directives from the Ministry of Justice and the National Office for Popularizing Legal Knowledge regarding the Civil Code Publicity Month campaign, and to further advance the study and promotion of the Civil Code while strengthening the foundation of grassroots rule of law governance, on May 16, attorneys Zhang Li and Gao Feng from JAVY Law Firm visited the Guanzhuang Xili Community in Chaoyang District. They participated in the community’s Neighborhood Festival and Civil Code-themed publicity event to support the development of a harmonious community.

Centered on neighborly harmony and orderly community governance, the event provided on-site education on legal knowledge relevant to people’s livelihoods. The two attorneys engaged in in-depth discussions with Li Haili, Party Secretary of Xili Community, and Yu Hailong, the community’s legal affairs director. They focused on challenges in community governance—such as property management services and standardized parking space management—to jointly explore solutions and effective strategies.
Both parties agreed that high-quality property management is key to creating a livable community environment. The success of community environment development not only directly impacts residents’ daily living experience but also has a profound effect on the preservation and appreciation of residential property value. Implementing standardized property management is a crucial measure for safeguarding the livability of the community and protecting residents’ vital interests. Addressing practical issues such as chaotic parking space management and non-standardized procedures in some neighboring communities, the two lawyers provided governance recommendations based on relevant provisions of the Civil Code. They discussed compliant processes for signing parking agreements, gathering public opinion, and conducting owner votes, comprehensively addressing legal questions in practical scenarios to lay a solid legal foundation for resolving the community’s governance challenges.
During the event, the lawyers commended the mature and well-established parking space management models in certain communities within the jurisdiction. In these communities, parking is orderly, management measures are fully implemented, and various neighborhood conflicts have been effectively reduced—a fine example of integrating the rule-of-law principles of the Civil Code into daily grassroots governance. The event was conducted in a pragmatic and cordial atmosphere, closely aligned with the actual governance needs of the community, and offered valuable suggestions to help grassroots staff enhance their comprehensive capabilities in governing in accordance with the law and regulations.
