    On 1 November 2025, the Financial Law Committee of the All China Lawyers Association convened the 2025 Financial Law Innovation and Legal Practice Exchange Conference in Beijing, co-organised by the Banking and Financial Law Committee of the Beijing Lawyers Association. Gao Zicheng, President of the All China Lawyers Association; Yang Jingju, Deputy Inspector of the Beijing Municipal Bureau of Justice; and Shen Tianfeng, Director of the Financial Law Committee, attended and delivered addresses. Pi Jianlong, Supervisor of the All China Lawyers Association, attended as an observer and presented supervisory remarks. Attendees included NALA directors based in Beijing, members of the NALFAC, members of the Beijing Bar Association's Banking and Financial Law Committee, as well as representatives from financial sector law firms, experts, and scholars from across the nation.

    Zhao Cenghai, Deputy Director of the NALFAC and Director of JAVY Law Firm, was invited to attend the conference. He chaired the ‘Anti-Money Laundering and Financial Risk Prevention’ session and delivered a keynote address during the ‘Green Finance and Policy Interpretation’ session.


    Director Zhao Cenghai stated that the financial sector is currently undergoing unprecedented transformation. With the rapid advancement of fintech and the frequent flow of cross-border capital, money laundering methods are becoming increasingly sophisticated, with heightened concealment and technical complexity. These changes present unprecedented challenges for legal practitioners, whether prosecutors, judges, or solicitors.


    He emphasised that the prevention and control of financial risks cannot be achieved without the robust safeguards of the rule of law, nor without the concerted efforts of every legal professional. Only through collective advancement can greater breakthroughs and progress be made on the path of financial governance.


    In the ‘Green Finance and Policy Interpretation’ segment, Director Zhao Cenghai delivered an insightful presentation titled ‘Interpretation of the Catalogue of Green Finance Support Projects (2025 Edition) and Prospects for Opportunities in Legal Practice’.


    He conducted an in-depth analysis of the Catalogue's core framework and policy breakthroughs, highlighting that it integrates the core content of the original Green Bond Support Project Catalogue (2021 Edition) and the Green and Low-Carbon Transition Industry Guidance Catalogue (2024 Edition). This creates a classification system covering nine major sectors, detailed into over 200 specific economic activities. Among these, three key policy breakthroughs stand out: standardisation, sector expansion, and technological precision.


    Director Zhao Cenghai further highlighted that the Catalogue's implementation reshapes the demand structure for green finance legal services. Lawyers must develop expertise across five core domains: project financing and transaction structuring; compliance review and risk management; cross-border green investment and dispute resolution; ESG and disclosure legal services; and policy response and institutional innovation.


    Addressing how to capitalise on these opportunities, Director Zhao proposed strategic pathways for professional capability development. He advised lawyers to reconstruct their knowledge systems, developing T-shaped expertise; leverage legal technology tools to empower legal practice; and establish international collaboration networks to expand service reach. He emphasised that the Catalogue's implementation marks China's green finance entering a new ‘standard-driven’ phase, where lawyers' roles will evolve from traditional compliance enforcers to value creators. At the intersection of policy, market dynamics, and technological innovation, they will become pivotal hubs within the green finance ecosystem.
