On 22 February, the fourth meeting of the Council of the Tenth National Lawyers Association was held in Beijing. Gao Zicheng, President of the National Lawyers Association, presided over the meeting and made a work report and summary speech, and Lv Hongbing, Chairman of the Supervisory Board, expressed the supervisory opinion.
Zhao cenghai, deputy director of the Associate/Financial Professional Committee of the National Lawyers Association and director of JAVY law firm, was invited to attend the meeting.
The meeting reviewed and summarised the work of the National Lawyers Association in 2024, deeply analysed the current situation of industry development, and systematically planned the key work tasks of the Association in 2025. More than 120 directors from all over the country gathered together to talk about their feelings, development and good advice.
At the breakout session, Director Zhao cenghai put forward the following suggestions:
I. Establishment of ‘Artificial Intelligence Law Professional Committee’.
Suggestion: With the advent of the artificial intelligence era, the National Lawyers Association put forward the strategy of ‘digital transformation’ in its 2024 work report, and artificial intelligence technology has deeply penetrated into the field of legal services. In light of the recent hot topics such as ‘data security compliance’, ‘algorithmic ethical disputes’ and ‘AI tool application boundaries’, it is important to build a ‘technology’ and ‘legal service’ system to meet the needs of the legal service industry:
1. Building a ‘technology + law’ composite capability system
- Set up the ‘Artificial Intelligence Legal Committee’ and formulate the ‘AI Legal Service Operation Guidelines’ jointly with science and technology enterprises, focusing on issues such as data exit safety assessment standards, algorithmic recommendation service compliance boundaries, and copyright attribution of generative AI content.
2. Explore AI-enabled new service models
- Promote the application of ‘legal intelligence’;
- Promote the application of ‘Legal Intelligence Body’; establish ‘AI legal clinic’.
Encouraging the Development of Cross-Regional Legal Service Collaboration Networks
Suggestion: Encourage the establishment of a nationwide or even global legal service collaboration network, and realise online collaboration in case entrustment, expert resources, and off-site evidence collection, etc. For example, for the ‘Belt and Road’ project, it is recommended to establish a legal service collaboration network. For example, for the ‘Belt and Road’ project, joint service groups of lawyers from multiple regions can be formed to share cross-border legal databases.
Innovative point: breaking through geographical restrictions and optimising the allocation of lawyers' resources.
Reform of the Annual Inspection and Assessment Mechanism for Law Firms
Suggestion: Abolish the ‘administrative seal’ in the Annual Inspection and Assessment Measures for Law Firms, and replace it with ‘double random and one open’ digital random inspection, focusing on the verification of compliance management and social responsibility. For example, reference can be made to the Zhongshan City Law Association's ‘right to investigate and supervise’ design, the introduction of third-party auditing organisations to participate in the assessment, to enhance credibility.
Innovative point: stripped of administrative intervention, return to the essence of industry self-regulation.
Fourth, to promote lawyers to participate in legislative hearings normalisation
Suggestions: Establish the ‘Lawyers’ Legislative Opinion Express‘, invite lawyers’ representatives to participate in the public hearings of the draft amendments of the Company Law and the Data Security Law, and establish a feedback mechanism for the adoption of opinions. For example, it can draw on the experience of the National Lawyers Association's participation in the Draft Revision of the Trademark Law to form a professional lawyers' observer mission to enhance the scientific nature of the legislation.
Innovative point: break the role of lawyers only as ‘opinion provider’, and strengthen its professional voice in the whole process of legislation.
V. Establishing a national unified information platform for lawyers' rights protection and disciplinary actions.
Suggestion content: integration of existing rights, disciplinary data, the development of ‘lawyers rule of law service code’ system, practice risk warning, rights application online submission, real-time query disciplinary results and other functions. For example, can refer to the zhongshan city law association's ‘not filed supervision mechanism’, in the platform to add a complaint progress tracking, cross-regional collaboration module, enhance the efficiency of dispute processing.
Innovative point: breaking the geographical barriers, realising the transparency of the whole process of rights protection and disciplinary action through digital means, and reducing the cost of lawyers' rights protection.
The convening of this meeting not only points out the direction for the future development of the lawyer industry, but also unifies the thinking within the industry, boosting confidence and cohesion.
