On December 27, 2023, Senior Partner Zhang Li, Lawyer Yang Siping, and Legal Assistant Cai Peihong from JAVY Law Firm visited the Beijing Second Detention Center to present the plaque for the "Lawyer's Home." Deputy Chief Zhang Jiabin of the Beijing Public Security Bureau's Detention Center Management Division and Director Zhang Dongguang of the Beijing Second Detention Center attended the ceremony and discussed the construction of the lawyer reception room.
In his "Letter of Thanks," Zhang Li wrote:
"In the lunar year of Gui Mao, at the request of the family of Luo Haipeng, I provided innocent defense and visited the Beijing Second Detention Center five times.
Upon entering, I saw the lawyer's lounge, equipped with a tea bar, books, coffee, and snacks, all warm and inviting. Parking spaces are designated for lawyers inside the compound, and for smokers, there are chairs and ashtrays outside without any chill. A small sign in the corner reads 'Lawyers Have Compassionate Hearts,' carrying profound meaning.
China has reinstated the lawyer defense system for over 45 years, with the consensus that 'where lawyers thrive, the rule of law thrives.' Yet, questions like 'why defend the bad guys?' persist in public discourse, accompanied by skepticism, ridicule, criticism, and judges who sometimes act like secondary prosecutors, turning lawyers into third-party prosecutors in a simulated adversarial system. This underscores the call for lawyers with compassionate hearts.
The right to lawyer visits is pivotal in perfecting the defense system. Despite being turned away, viewed with skepticism, or even insulted, lawyers persevere. Beijing Second Detention Center sets a benchmark in the industry, welcoming lawyers warmly and attentively.
As the year draws to a close, I present a calligraphy by Mr. Tianmen Xia Yuhui to adorn the walls of Beijing Second Detention Center, expressing gratitude and commitment."
