To proactively address societal concerns and effectively resolve the practical difficulties faced by dual-income families in securing childcare during school holidays, the Beijing Municipal Committee of the Communist Youth League launched the Red Scarf Growth Camp (Winter Holiday Programme) at 86 community youth centres across the city at the start of the winter break. As a core component of the ‘Communist Youth League · Partner Programme’, this initiative represents not only a significant practical effort by the Beijing Municipal Committee to care for grassroots youth, but also a pragmatic innovation that precisely meets young people's needs and enhances holiday childcare services. It has created a vibrant, safe and nurturing new environment for young people's winter break development.
From 27th January to 5th February, solicitor Liu Yilin, a committee member of the Beijing JAVY Law Firm Youth League Branch, was invited to participate in the Chaoyang District camp programme. Drawing upon his profound legal expertise and extensive practical experience, Solicitor Liu meticulously designed two highly targeted and educational sessions for the young participants.

During the event, Mr Liu delivered two compelling sessions: ‘Aspiring to be Digital Citizens: Guarding My Own Information’ and ‘Brave Little Guardians: Saying No to School Bullying’.
Amidst the current digital revolution, young people—as active participants in the online world—face numerous information security risks. Through vivid, real-life case studies, Mr Liu guided the teenagers to engage in critical thinking and encourage active discussion. Within a relaxed and engaging classroom atmosphere, the young participants acquired methods and techniques for safeguarding personal privacy. This equipped them with sound cybersecurity awareness, fostering their development into responsible digital citizens.
Simultaneously, addressing the critical social issue of school bullying proved vital. Beyond physical harm, such behaviour inflicts lasting psychological damage on victims. Drawing from his legal expertise, Mr Liu clarified the illegality and gravity of bullying. He advised young people to remain calm when confronting bullying, to courageously say ‘no’, and to learn how to utilise legal means to safeguard their legitimate rights and interests.
Since its inception in 2016, the Community Youth Hub Red Scarf Growth Camp has evolved into one of the Beijing Communist Youth League's most influential flagship programmes.
