JAVY’s attorney Wang Ying Esq. recently gave an interview to "China Emergency Management News" regarding the frequent accidents in the field of non-coal-based construction mining outsourcing projects, providing a legal perspective on the issue.
Currently, there are over 2,700 non-coal-based construction mines in China, mostly small and medium-sized, involving various minerals such as iron, copper, and lead-zinc, comprising about 20% of all normal production and construction mines nationwide, distributed across provinces and autonomous regions with non-coal mines. Provinces like Guizhou, Guangxi, and Yunnan each have over 300 non-coal-based construction mines, while regions like Hebei, Inner Mongolia, and Liaoning have over 100, posing heavy safety supervision tasks.
Despite significant improvements in the overall safety production level of non-coal mines in recent years, accidents in the construction mining field continue to occur frequently, posing a severe safety production situation.
Ms. Wang emphasized that the construction unit bears the primary responsibility for safety production, while the construction unit is responsible for the safety production at its construction site. Survey units, design units, supervision units, technical service agencies, and other relevant units are required by law to fulfill their respective safety production responsibilities and bear corresponding safety production responsibilities.
In cases of accidents in non-coal-based construction mining outsourcing projects resulting in casualties, individuals responsible should be held accountable according to the law.
