On May 21th, 2023, a seminar was hosted at our Beijing headquarters on how to legally tackle the abuse of animals, sponsored by Law School of Zhongnan University of Economics and Law, the seminar was joined by JAVY Law Firm and Law School of Wuhan University of Technology, the animal protection research center of Shandong University.
More than 200 officials and scholars from Renmin University, Shanghai University of Finance and Economics, Shanghai University of Political Science and Law, Peking University, CUPL and Beijing DHH Law Firm also attended the seminar. The event was broadcasted live with more than 88,000 concurrent views and upvoted by 6,729,000 people in total.
The reverend Buddhist monk Xinjia Danzhen congratulated the seminar, he expressed concerns over the recent trend of broadcasting abuse of animals online and its tremendous harm on minors, he hoped the law and the society will tackle this issue immediately.
Researcher Zhang Chen from Zhongnan University of Economics and Law examined the issue and called for actions from the legislation, enforcement and judiciary to combat the activities to abuse animals.
Prof. Qian Fang pointed out the vicious circle of abusing animals in recent years, she mentioned that even there isn’t a law dedicated to combat this issue, the law still forbids abuse of animals, and it is the legal enforcement’s duty to strictly enforce the law. Prof. Fang also mentioned an autonomous community would be an effective way to curb the issue from its source.
Prof. Zhou Ke from Renmin University commented on the topic from the perspective of Law of the People’s Republic of China on Conservation of Wild Animals, he also calls for animal welfare to be formally established by the legislation.
Prof. Lu Haina from Renmin University asked the question that what kind of law we need to enact, first we should carefully re-examine the relationship between humans, animals and the nature. She mentioned the respect for animals as a reaction of human dignity, as well as utilizing the principle of balance to solve the conflict between humans and animals.
Assistant prof. Li Yongjun from Liaochen University examined the issue from the perspective of charity, he called for charity donations to advance animal welfare, as well as preventing the issue of abuse.
Prof. Wel Zhixun from Shanghai University of Political Science and Law examined the legal basis of animal rights, he mentioned there are two approaches: the perspective from animals themselves, and the perspective of human utilitarianism, yet regardless of the preserves, we should establish a harmonious relationship between humans and animals.
Many other scholars and lawyers also commented on the issue, calling for legal actions, as wells as giving legislative suggestions. The participants reached consensus, and expressed their hope on the advancement of law on animal protection & welfare.
